Paula Morales
CEO
Paula Morales is the CEO of Evolve Management Group, LLC, bringing over 15 years of expertise in affordable housing. She previously served as Senior HAP Operations Manager at L.A. LOMOD Corporation, the Contract Administrator for Southern California, where she oversaw the Contracts and Vouchers department. In addition to her leadership role, Paula has contributed as a trainer for E3 Housing Solutions, sharing her knowledge with industry professionals. Throughout her career, Paula has collaborated with management companies, contract administrators, and HUD staff, building a deep understanding of housing policies and administration. While her expertise lies in Contract Renewals and Rent Adjustment, she has also developed knowledge in voucher processing and compliance. Paula is a Certified Occupancy Specialist for HUD Multifamily Assisted Housing and Housing Tax Credit, demonstrating her commitment to excellence in affordable housing management.

Cesar Zendejas
President, Construction & Facilities
Cesar Zendejas is a seasoned construction management professional with a distinguished career in affordable housing development and renovations. As a Licensed General Contractor and experienced Director of Construction and Facilities, he has consistently demonstrated expertise in overseeing complex projects with precision and efficiency. Most recently, Cesar served as a Senior Project Manager at Preservation Partners Development, where he played a pivotal role in advancing affordable housing initiatives. Prior to this, he dedicated over 17 years to ICON Builders, specializing in the renovation of affordable housing apartments. His leadership and commitment to quality have contributed to the successful execution of numerous projects, enhancing communities and ensuring sustainable housing solutions. With a career marked by strategic oversight and a deep understanding of construction project management, Cesar continues to bring innovation and excellence to the industry.

Mashwelle Allsbrook
Executive Vice President HR, Learning & Development
Master Sergeant Mashwelle Allsbrook has built a distinguished career in human resource management within the Air Force Reserve. She entered the Air Force Reserve in June 2009 from Honolulu, Hawaii, and graduated from the Personnel Programs Manager course in April 2010. Since then, she has held a variety of personnel roles, demonstrating expertise in workforce planning, recruitment, and process optimization. Following a five-year active duty tour in recruiting, MSgt Allsbrook was selected for an Active Guard Reserve (AGR) assignment as Section Chief for Force Management with RIO Detachment 6 at MacDill Air Force Base, Florida. In this role, she contributed to process improvements and program enhancements, ensuring efficiency and operational excellence. Her leadership left a lasting impact, establishing a solid foundation and streamlined systems for future personnel. With a career distinguished by strategic oversight and a deep understanding of human resource operations, MSgt Allsbrook continues to drive innovation and excellence in her field, shaping policies and programs that support mission readiness and personnel development here at Evolve Management Group (EMG).
